RHNA Methodology Meeting Jan 21

Earlier I posted about how we convinced HCAOG to "take a step back" in the Regional Housing Needs Allocation methodology process to include public input.  They have done so, and now the opportunity to have a say as to whether we keep directing over half our housing into the uncincorporated areas, resulting in less affordable housing, greater transportation costs, and more conversion of our wild and working lands to residential sprawl, or whether we take a different path.  One in which we facilitate proximity, so people have more opportunity to bike walk and ride transit if they choose to.

    • Methodology Meeting

    • In accordance with State Housing Law: Government Code (Article 10.6) 65590,

the Humboldt County Association of Governments (HCAOG) staff will conduct a

meeting on Wednesday, January 21, 2009 @ 2:00 pm, at the Humboldt Bay Municipal Water District, 828 7th Street, Eureka, to review methodology and potential weighting of statutory factors for preparing the RHNA Plan.

The ten (10) statutorily required factors to be considered in the Council of Government’s methodology meeting to allocate housing units are as follows:

1.Jobs and housing relationships
2. Development opportunities and constraints:

a) Capacity for sewer or water service
b) Availability of land suitable for urban development
c) Lands preserved or protected from urban development

d) County policies to preserve prime agricultural land
3. Distribution of household growth of Regional Transportation Plans (RTPs)
4. Market demand for housing
5. Direct growth toward incorporated areas
6. Loss of units contained in assisted housing developments
7. High housing costs burdens
8. Housing needs of farmworkers

9. Housing needs generated by presence of private or State University
10. Other factors (e.g., LAFCO Sphere of Influence, Municipal Service Review)

Pursuant to calculations prepared by the California Department of Finance, and the Housing Community Development Department the RHNP Plan process will address projected population growth of 5,976, and total housing units of 4,747.  The housing units, as allocated will be further arrayed so that existing county-wide income categories are reflected in City and County General Plan Housing Elements.
